Second part of the pack from scratch guide - covers how to set up palettes for a biome

Very much looking forward to this. Creating a pack from scratch while following an online guide is first instinct but, as it stands, Modifying an Existing Pack seems to be our only option. It's challenging to find out what specific keys and/or values do, and even those with comments often assume a deeper knowledge of terminology. Also, the folder structure is somewhat imposing. Really hoping this guide will help with the learning curve.
