Follows #24
Part of #248

PBAC seems to make more sense than RBAC.

We could do these one at a time, or a few at a time.

  • make edits to a data source and submit them for review
  • claim a data source
  • subscribe to notifications
  • manage data requests
  • review changes by others
  • save searches
  • star data sources

Other benefits to having logged-in users:

  • sets the stage for leaderboards / gamification of data source management
  • helps us collect user feedback and profile our contributors
