Part of #248

PBAC seems to make more sense than RBAC.

We could do these one at a time, or a few at a time.

make edits to a data source and submit them for review
claim a data source
subscribe to notifications
manage data requests
review changes by others
save searches
star data sources

Other benefits to having logged-in users:

sets the stage for leaderboards / gamification of data source management
helps us collect user feedback and profile our contributors
