Brief description of the issue

Characters whose larynx have been removed can still speak Galcom as long as they do not use a language key to do so.

What you expected to happen

For a character whose larynx has been removed to become mute.

What actually happened

All languages were shown to be disabled in the known language tab, resulting in gibberish if they were spoken, unless no language key was used at all, in which case you would speak Galcom as per normal.

Steps to reproduce

Remove a character's larynx and have them attempt to speak.
