Large Paragraphs in legislative periods 13 to 18 lead to missing speakers

Issue

In particular in legislative periods 13 to 18, larger-than-expected paragraphs are created which can result in missing speakers as speaker calls are concatenated incorrectly.

Example of the Issue

This seems to happen occasionally in legislative periods 13 to 18, for example in protocol 18/119.

This problem is unfortunately still present. It also leads to some speeches and speaker calls incorrectly included in the speeches of previous speakers.

E.g. in session 18/119, the speech by MP Dennis Rohde includes the call for the next speaker: "Vizepräsident Johannes Singhammer: Der Kollege Harald Petzold, Die Linke, spricht als Nächster ."

In the legislative period 18 this problem is particularly noticeable in sessions 119, 84, 72 and 62. In some others to a lesser extent.
