Speeches that I assume were delivered either on Nov. 18 or Nov. 28, 2003, are coded "2003-11-78" (not sure if it's all of them or just one).

Just to chime in: It should be November 26, 2003. If I am not mistaken, it's protocol 15_078 (http://dip21.bundestag.de/dip21/btp/15/15078.pdf).
