What is this issue? When I click the button active status this popup appeared. I can't change my client theme either.

That means Pengu could not activate, then you can't use any theme/plugins.
Check out these issues to get a temp solution: #54 #47 #63 #64.

It is caused by your OS so there's no way to fix.
Tell me if you see this line in Settings > Account.

Windows/some settings are managed by your organization.
