Mercure allows the specification of targets.
Their access scope is handled by the jwt token.

scope:

Allow adding topics when publishing
Handle errors when not being allowed to publish gracefully
Check jwt for subscribeable topics
Check jwt for publishable topics
make these fields available on the hub
