Issue Description

When performing ghetto surgery, welders, lighters, and cigarettes can be used as a cautery substitute without being lit first.

What did you expect to happen?

To be required to light my ghetto tool so it's actually making heat with which to cauterise the incision.

What happened instead?

My cold-ass cigar, lighter, and welder all have the ability to magically seal your wounds.

Why is this bad/What are the consequences?

WHHHHYYYYY?!

Steps to reproduce the issue.

Do surgery. Get to last step. Cauterise with unlit ghetto tool.

When did the problem start happening?

Probably since forever.
