Issue - Enhancement

Let's get EmailVerification migrated to pg. It's small.

Acceptance Criteria (optional)

  • Existing data migrated from rethink to pg
  • All future table operations interact with pg, not rethinkdb

Estimated effort: 8 points (see CONTRIBUTING.md)
