Summoning spells do not work in NPCS buildings

When I try to summon a zombie using another mod's summoning spell, it doesn't work, and using monster spawn Eggs in Creation mode doesn't work on most of the mod's buildings, can this setting be turned off? It makes my favorite summoning spell useless
