Stringency Index for Italy seems to be overestimated for July 2021 #108

The Stringency Index for Italy is reported to increase from 47.22 to 75.46 on July 14th, 2021.
This is mostly caused by the institution of so-called "red zones" in some local areas, until July 29th.

Among the restrictions associated with red zones, there is school closure: nevertheless, schools are already closed during Summer in Italy, so it should not be considered ad a NPI.
The C1 indicator should be decreased in order to take into account of this peculiarity.
