Form checkbox evaluation

I have the following problem in form workflow Content Create task.

{{ Workflow.Properties.ApplicationDetails.PrizeBestNovel }}. This will evaluate to "on". This field is a form input of type checkbox.

However,

    "BestNovelPrize" : {
      "Value" : {% if Workflow.Properties.ApplicationDetails.PrizeBestNovel == 'on' %}true{% else %}false{% endif %}
	}

This always returns false.
