Lease went way over budget & resources were not killed

Describe the bug
I'm evaluating DCE to see if it meets our needs, but it doesn't seem to work as advertised:

I created a lease with a budget of $10 and span up a g4dn.xlarge EC2 instance inside it (~$0.50ph)

The lease took far longer than I expected to hit the budget:

These figures bear little relation to what was spent in the AWS account (this is a dedicated account, nothing else was being spent during this trial):

Furthermore, the EC2 instance remained running after the lease was reset:

Have I got something wrong?
