Enable non-credentialed people to submit PRs against infrastructure topics if they want to get involved, and deploy those after review, without privileged credentials

Use GitLab's environment documentation as a potential model for how to show people what our environment looks like.

#78 will help us on this path.

After that, some solid documentation for how to create additional applications for testing and development might be in order.
