Problem beschreiben / Describe the bug
After creating a new instance, OTP is enabled/forced for the admin-user. This is not nice, since not everyone can candle OTP (yet!)

Problem reproduzieren / To Reproduce
Create a new instance with no data. The user admin@openolitor.ch/admin is created and login works. The OTP setup wizard is displayed after login.

Erwartetes Verhalten / Expected behavior
OTP should be opt-in.
