Where can I get help for a 403 error when trying to add my WordPress blog?

I recently switched to a new hosting provider for my WordPress blog. Open Live Writer (and Windows Live Writer before that) worked fine at my old hosting provider. I can't seem to figure out what the issue is with the new hosting provider that prevents my from adding my blog.
The error I get is:
Can't connect to your blog service.
Server Error - The server reported an error with the following web address:
https: //joyofexcellence.com/xmlrpc.php (There is no space there, I just did that so it is not a link.
403 Forbidden
Please try fixing the problem and then try again.

From FTP I can see the file is there.
