Throw "are you sure?" warning when resetting guard applications

Many players are accidentally resetting their Royal Guard and Elite Guard applications by unknowingly taking actions against Dominions that fall outside the respective guard ranges. Since this is rarely the player's intent, it would be helpful to issue a warning or reminder of some kind.
