Atreides WOR and Harkonnen Barracks produce Carryalls

This is a weird one:
If one provides Atreides with WORs or Harkonnen with Barracks, those can be used to produce Carryalls (and nothing else). They can even be upgraded in later scenarios, although that doesn't seem to have any effect.

Now, I'm aware that Atreides never get access to WORs and Harkonnen never get access to Barracks within their respective campaign (unless captured), but shouldn't those structures function normally nevertheless?

By the way, for Ordos, WORs function normally. Curious...
