Create workflow for publishing to npm

The OpenAstronomy Azure Pipelines publish template supports publishing to npm for Jupyter widget packages. A separate workflow should be created here to replicate this behaviour.

However, no public repos on GitHub seem to use this feature.

Hi @navaneethkulal8, thank you for your interest in contributing to this project and sorry for the delay in responding. 😀 This particular issue was primarily added to highlight a feature that existed in the Azure templates but was not copied to the GitHub workflow. I don't think there is a strong need for this feature right now, so there are probably other issues that would be more useful to spend time on.
