Tour progress bars not intuitive

I'm not sure what the intended semantics are of the tour progress bars, but I would have expected that these indicate the current progress of the tour, and then the tour would resume from that point. They seem to instead reflect the furthest progress the user has ever reached, but they never show the progress bar as completed even if the tour is completed. When the tour is clicked on, it always starts back at the beginning.

Good feedback, thanks @wolfmanstout . We should collect this sort of thing for a 2nd round of UI tweaking.
