Create an nv syntax highlighting lexer

At some point in the future, it would be great to have syntax highlighting support for nv using a standard lexer like Pygments. Currently, using an ML lexer gets you most of the way, but having one specifically for nv would be a perk when looking at nv files in Github or with syntax highlighting tools like Minted.
