After downloading NetLogo 6.4 on a Windows system the user encountered an Installer loop. They saw a page offering options to change, repair, or remove. When they clicked any of the options they wound up on the "Finish" page. When Finish is pressed the installer does not exit and the user is returned to the change, repair, or remove page. However after choosing the "remove" option NetLogo was actually installed at ‘C:\Program Files\NetLogo 6.4.0’ and that the user could run it. I am not sure whether it had been created when the "repair" option was chosen.
They also encountered this problem when installing NetLogo 6.3.0
I have not been able to reproduce the problem.
Jason suggested that perhaps the registry thinks that NetLogo is installed.
