When the renter's allowance is first set, the current period should be set in the past

Tasks:

  • Initial Current Period should be set to BH - RW

  • Endheight should be CP + RW + Period

  • Confirm Siatest Package still passes. There are already tests for confirming the endheight. Verify test checks for current period CP <= BH - RW
