Why does OnwardTimingLinkRef to a TimingLinkRefStructure and not a TimingLinkRef? #687

I think in this case OnwardTimingLinkRef is not a 'substitution group kind of thing'. The question would be: why wouldn't we generalize TimingLinkRef or ServiceLinkRef so either one is defined, but not both. Sure this means that the name 'OnwardSomething' cannot be used, as they would then be just TimingLinkRef and ServiceLinkRef.
