[FEA] Add UTC code path in GpuTimeZoneDB

From NVIDIA/spark-rapids#10024 (comment). It would be better in the code path to incorporate a check for UTC timezone and just return the result with ref count increased. This will increase the usability of the code and make it portable for other operations that are not just date time operations.
