Inconsistent naming of schema and output folder #21

Occasionally, the name of the output schema created in the database and the folder created dgen/dgen_os/runs will be slightly different. This appears to happen because utility_functions.get_formatted_time is queries twice: once in settings.init_model_settings and again in data_functions.create_output_schema. If time passes between these two lines, the names will be different.
