[5pt] Download unit from S3

Nice to have: A simple tool that can be feed a unit name (with version) ie: 12090301_2277_ble_240216 which can go to either outputs_ras2fim dir or archive_outputs_ras2fim. Why the tool? The inundation and gval tests are normally run against local version. Note: There is a tool that can do directly S3 folders but might need a little tweaking (output files and pathing) (ie: s3_batch_evaluations.py)
