Owners/renters of as region cannot use doors and we desperately require help.

Current behavior

Doors cannot be opened at all by the players or can be opened by anyone.

New behavior

We want it so that only the person renting or buying the region can use the door and anything inside their region.

Steps to reproduce (for bugs)

Rent a region, try to open the door. Don't rent a region, try to open the door. Depending upon the settings (global allow and such) we get one of those options and we don't want either.
