What is the substitution for Toolbar in ng-zorro toolkit?

I like the look and feel of ng-zorro component. However, I'm not sure what is the substitution for Toolbar in this toolkit?

I found the layout component and not quite sure how to use <nz-content>Content</nz-content>.
Is it replace the <router-outlet></router-outlet>?

<nz-layout>
      <nz-header>Header</nz-header>
      <nz-layout>
        <nz-sider>Sider</nz-sider>
        <nz-content>Content</nz-content>
      </nz-layout>
      <nz-footer>Footer</nz-footer>
    </nz-layout>
