Establish a set of initial checks #1

For an MVP, we should decide on a set of initial checks to implement. 5 or so seems like a good target.

For each check we will need:

check name
any information needed for the check, examples follow:
- XML path (eml/dataset/dataTable/objectName)
- attribute characteristics (range, unique values)
check result
- PASS/FAIL
- informational
