Add a method to metadig-engine to verify that the metadata document being processed contains information that should be scored, i.e. the 'resource' type is 'dataset'.

This check will rely on a special check described here

This check will have the 'level' set to 'METADATA' or 'INFO' so that the result of the check will not be added to the suite score that is currently running.
