Cannot make dataset private after creating as public

On certain hosts, when I create a public dataset, and then try to edit it and make it private, the change is not applied correctly, and the dataset remains public

To Reproduce
Steps to reproduce the behavior:

1. Go to the mn sandbox ucsbs server, log in, and create a new, public dataset (with the minimum required entries and no attachments)
2. Once the dataset has been submitted and you are viewing it, click the "edit" button
3. near the top of the screen, click "Share" to open the share dialog
4. The share dialog should initially show the dataset as being "Public". Click "Private" instead, followed by "Save".
5. Click the "Share" button again

Expected behavior
The share dialog should show the dataset as being "Private"

Observed behavior
The share dialog still shows the dataset as being "Public"

Version information

• OS: Mac OS 14.4
• Browser: tried in both chrome and safari
• MetacatUI Version 2.27.1
• Theme: KNB and Default both had the same problem
• NOTE on Hosts and Clients:
  • The above problem is reproducible for me (@artntek) on:
    • https://mn-sandbox-ucsb-2.test.dataone.org/metacatui (KNB theme)
    • https://mn-sandbox-ucsb-2.test.dataone.org/metacatui (Default theme)
  • The above problem is NOT reproducible for me (@artntek) on:
    • https://dev.nceas.ucsb.edu (KNB theme)
  • The above problem is NOT reproducible for @taojing2002 on any of the above systems
  • FWIW, I also see the bug on my localhost dev build with the Default theme
