Scrollbar handle unaffected by mouse wheel

Brief summary of issue / Description of requested feature:

the scrollbar behaves differently when you scroll with the mousewheel versus clicking arrows or handle. if you scroll with the mousewheel and then click on the handle, it scrolls back down to end of buffer

Steps to reproduce the issue / Reasons for adding feature:

1. scroll with mousewheel
2. click on scrollbar handle
