Fix some troubles

• bad test when not --sta-only or not --ap-only
• add hwmode parameter to change wifi mode
  "-hw, --hwmode Mode Wi-Fi a = IEEE 802.11a, b = IEEE 802.11b, g = IEEE 802.11g (by default g)"
• no automated restart raspberry pi, because when the ap_sta_config script is run by third party it's stop everything
