Quick View Panel with Console tab won't auto display unless toggle it twice

After closing DevTools with the Console tab for the last time. Next time starting DevTools, the curent tab is Console, and the Quick View Panel is also Console tab, so the Quick View Panel will not be automatically displayed. This is correct. But when I switch Activity Bar to a tab other than Console (like Elements), the Quick View Panel with Console tab still won't automatically display. Click the Console tab button on Quick View Panel will work neither. You have to Toggle Quick View Panel (press Esc) twice, namely that close it then reopen it. The Quick View Panel will display.

This worked correctly in the old legacy DevTools UI.

Thanks for filing. This is indeed a regression. It should work like with the legacy UI.
