Event Hubs Instance - Generate Data (preview) doesn't work with private endpoints

The Generate Data feature doesn't work if networking option is disabled and only private endpoints are present.

Is this a known issue?
Is there a data plane portal for event hub similar to https://cosmos.azure.com/?feature.enableAadDataPlane=true that we can use to generate dummy events for testing?
