OS Version: Ubuntu 16.04

Steps to Reproduce:

open VS Code
open the terminal
focus is still on the editor
close terminal
open it again
focus is now on the terminal as it should be

Does this issue occur when all extensions are disabled?: Yes

Might be related to #40416.
