[Suggestion] Blacklist/whitelist for packet mine

Describe the feature

Make a blacklist/whitelist option for packet mine
An example use case for this is when you have blocks you can instantly mine, where packet mine only slows down the process of mining, and then a block that is not instantly mineable, where you would want packet mine to speed it up.

• This feature doesn't already exist in the client. (I have checked every module and their settings on the latest dev build)

• This wasn't already suggested. (I have searched suggestions on GitHub and read the FAQ)
