The default option will be All years.

If the logged in user is from a partner company, a certain year will be shown in the dropdown list only if there was at least one mentor who started a course that year.

If the logged in user is from a partner NGO, a certain year will be shown in the dropdown list only if there was at least one student who has enrolled in a course and hasn't cancelled that course.
