I have used this only on Linux and Firefox and the slider does reduce simulation speed both before and after my patch. Windows only bug?

Hm maybe, I've only noticed it recently.

might be related to the "fingerprint" security patch firefox added. They limit the resolution of their timer to a certain number of milliseconds. I've seen some places online where it says firefox will limit to 15ms resolution (~60fps) or even 100ms res (which would only get you 10fps)
