I have followed all instructions to the letter and cannot install mod manager via protontricks for fallout 3 or any other game.
I made sure to have most recent version of protontricks.
I used flatseal and gave all permissions.
I installed proton 8 and set it as compatibility. Ran the game. Exited. Ran the install and it opened protontricks. It says
A prefix for the selected game could not be found.
All I can find is the issue lies with protontricks.

Which environment are you using? Have you launched the aforementioned game (Fallout 3) at least once? The prefix won't exist until Steam has created it.
If that doesn't help, could you run the following command using a terminal emulator such as Konsole and copy the output to gist.github.com? This will print a lot of output, though it should hopefully help in determining why Protontricks cannot find the prefix.
flatpak run com.github.Matoking.protontricks -vv --gui
