Add state based news responses

Allow for users to subscribe and receive news about the changes in the recommended behavior. For example recently New York and California restricted their guidelines severely and I think it would be useful for users to receive this kind of information. Knowing for example if the post office is open or if you can go running outside or not. What is the maximum group of people that can meet?

We use news api https://newsapi.org/ as a source for all our news responses. It would make sense to use the same library, just to configure the searches to be more location specific. However, feel free to suggest/use any other sources you might think are easier to implement.
