Cycle the httpd pod when the ext auth conf is changed #659

If the ext auth configmap/secret is changed, there is no mechanism to automatically cycle the httpd pod. If there is a way to do that with kubernetes objects directly, we should wire that up, otherwise the operator should do that by watching the secret.
