And I download the zip and install through the pycharm terminal, and couldnt find the rc.json

Did you get an error when you ran nlg-eval --setup? If so, can you paste it here?

You can use this, if you want the custom path to the downloaded files:

nlg-eval --setup give_your_path_here

Eg:
nlg-eval --setup /hdd1/ashok/nlgData
