Looking for feedback on this idea, especially if there's a greater issue that I am overlooking here.
For context: the 'final review' category in the credential process is the final step before a credential application is approved. The pipeline is generally ID Check -> Awaiting Reference Response (if it isn't clear that we can fully approve the user from the ID check) -> Final Review.
Once a reference has provided their response and said 'yes', I think it's reasonable that we should automatically approve of the applicant. If the reference includes comments that may be concerning, it might be a good idea to have a catch for those words and have those applications be manually reviewed by an admin in final review. Any application that receives a 'no' from their reference should also fall into final review to be checked by an admin.
Anecdotally, it is very rare for me to decline a credential application once it has reached the final review phase and if the user has received a 'yes' from their reference. The cases where I do decline those applications, it is usually based on something mentioned in the comments.
