Add "Tip of the week" once JSON format is complete

I think that the format of the JSON file (https://raw.githubusercontent.com/cudeso/misp-tip-of-the-week/main/misp-tip-of-the-week.json) is in a "good" state. @adulau do you have suggestions on how to best integrate this on the website?

Visually it can be something similar as the "Initiatives" (carousel) section and maybe add on top of the documentation page (and also the front page?).
