Levels list cuts off at the bottom earlier than intended & scrolls far slower in the main menu than it does while in a level #777

Describe the bug

title, it makes it very annoying to select a level at the bottom of the list unless you manually search for it.

as for the scrolling, it only seems to happen if you're on the main menu and if you haven't loaded into any level at all.
when i load up the game and move down one "notch" on my scroll wheel:

Steps to reproduce the issue

for the second issue, launch the game, and if you don't have enough custom maps to enable scrolling, toggle the vanilla levels, scrolling in the main menu is noticeably slower than it is after you load into a level.

update: it's a hidden scrollbar that you can't even see that you're supposed to use to see the whole level list properly, to why i ask: why?

(before using the hidden scrollbar on the rightmost of the screen to scroll down)

and it's not just in the "Levels" menu either, it also goes into the "Script Data" menu as well.

this one is also disabled by default, so you need to collapse the dropdown menu lists to make it appear and become usable.
