State script files are currently in trodes time frame. A user requested they migrate to unix timestamps

The information for this is in sample_counts in the original nwb file, which links trodes timestamps to a unix time. Making a function to lookup there would be pretty straightforward.

Is there a particular table where this would be a good method for?

I assume on the table: spyglass.common.StateScriptFile. @acomrie, @MichaelCoulter do you have an opinion?
