In case you obtained two or more POLIGON in BOARD OUTLINE (but i think can be applied in all polygonal series) actually those can not be merged creating one single POLIGON series. This is quite odd if the poligon refer to BOARD OUTLINE because cooper areas are not generated for example.

Improving those aspects can help.
