Logging/auditing needs to be better

• Files, not stdout
• Files split by category
• Context reporting for async events
• Error events being reported to opers on IRC

The tracing crate (https://docs.rs/tracing/latest/tracing/) and its associated subscribers seems to handle the first three; a custom subscriber should be able to do the last one.
